The company's position was outlined by Jason Liberty, President and CEO of Royal Caribbean Group, during its second-quarter earnings call on July 28, 2026. Liberty said Royal Caribbean remains engaged in constructive dialogue with community leaders and government officials as it works toward a tourism proposal capable of creating long-term opportunities for the region.
The statement marks a new phase for one of the most closely watched tourism projects in the Mexican Caribbean this year.

Royal Caribbean's original proposal envisioned the development of a tourism complex covering more than 80 hectares in Mahahual, in the municipality of Othón P. Blanco, Quintana Roo, connected to the company's international Perfect Day destination concept.
The proposal included water attractions, beaches and artificial rivers, service and tourism areas, as well as infrastructure for wastewater treatment and drinking water supply.
During the environmental review process, Mexico's Ministry of Environment and Natural Resources (Semarnat)conducted a comprehensive assessment of three initiatives associated with the development: Perfect Day, Beach Club Perfect Day México, and procedures related to port infrastructure.
The evaluation identified areas requiring further review involving mangroves, aquifers, aquatic and reef ecosystems, water management, and environmental measures. The public consultation received 14,411 comments, reflecting the high level of public participation surrounding Mahahual's tourism future.
On May 19, 2026, the project's developer formally withdrew the Perfect Day environmental assessment procedure. Two days later, Semarnat announced the conclusion of the administrative process and confirmed that the proposal under evaluation would not be approved.
The current situation should therefore be understood as a dialogue aimed at exploring a potential new path for development, rather than the automatic revival of the original proposal.
Where Would Perfect Day Mexico Be Located?
The discussions continue to focus on Mahahual, in southern Quintana Roo, one of the Mexican Caribbean's leading cruise destinations and a strategically located port of call on Western Caribbean itineraries.
Royal Caribbean acquired land in the area as part of its private-destination strategy and had originally planned to open Perfect Day Mexico in 2027.
Mahahual is also located within an environmentally significant region connected to mangroves, aquifers, coastal ecosystems, and the Mesoamerican Reef System. These environmental factors are expected to play a central role in any future proposal.

Royal Caribbean is focusing its approach on dialogue with the local community and Mexican authorities.
Liberty said the company remains engaged with key stakeholders with the goal of developing a sustainable tourism model capable of delivering lasting environmental, economic, and social benefits to the region.
He also acknowledged that fully understanding the community's perspectives will require time and will affect the project's previously announced timeline.
This is an important distinction: there is currently no new official opening date for Perfect Day Mexico.
The company had initially envisioned a phased opening between late 2027 and 2028. Following the developments in May and subsequent discussions, that schedule is now subject to the progress of institutional, community, and environmental dialogue.

Royal Caribbean has not yet publicly presented a definitive timeline or a new comprehensive environmental proposal to replace the one previously evaluated.
The process underway during the summer of 2026 is focused first on building consensus with authorities and the local community. Liberty has acknowledged that this phase will take time, meaning any future opening date will depend on the model ultimately proposed and the corresponding regulatory procedures.
The company has also expanded its community initiatives in Mahahual. These include the development of the Mahahual K'iin Community Center, envisioned as a space for educational, recreational, cultural, and community activities.

Mahahual also holds a strategic position on itineraries departing from Galveston, New Orleans, and Florida, important markets for Royal Caribbean's expansion in the Caribbean. Before the project's review, the company had specifically planned to connect Perfect Day Mexico with itineraries sailing from these ports.
